Tiina Tammetalu was born in Valka, Latvia. He has lived in Tartu and Ilmatsalu. Has studied at Rahinge 8th grade school and Tartu 3rd high school. In 1976 he entered Tartu Art School, which he graduated in 1980 as an art designer. His painting teachers were Alfred Kongo, Saskia Kasemaa and others. While studying at the Tartu Art School, he worked at the Vanemuine Theater for the academic year 1978-1979 under the guidance of guest artist Fritz Matti. After graduating from Tartu Art School, he worked as a decorator and senior chain designer at the Estonian National Theater for Youth in 1981-1982.
In 1982, he entered the Estonian National Institute of Art (ERKI, now EAA), graduating in 1989  as a student of painting by Professor Tiit Pääsuke. Since 2002 he is again a freelance visual artist.
Since 2002, Tammetalu has been teaching creative figurative painting and abstract painting composition courses at the Estonian Academy of Arts. In 2003-2006 he continued his studies at the Estonian Academy of Arts in Interdisciplinary Art (IDK) and in 2005 in connection with the IDK Master’s studies in Edinburgh, UK.
Tiina Tammetalu’s studio is located in Tallinn’s Art Hall on Freedom Square in Tallinn.
